LOS ANGELES COUNTY DEPARTMENT OF HUMAN RESOURCES 22 STRATEGIC GOAL 6 Amplify HR excellence and continuous improvement Our sixth and final goal is to amplify HR excellence and continuous improvement. This goal in particular is carried throughout every facet of our department. As we endeavor to optimize our services through innovation, automation and digitization, our partnerships with IT are even more vital. We have executed some truly ground- breaking programs and initiatives in our work to achieve this goal. eAPPEALS SOLUTION The DHR Appeals Unit serves as the central unit that maintains, tracks and processes the appeals from more than 250,000 applicants and 100,000 employees across all County departments. As a result, the Appeals Unit receives approximately 3,800 to 4,200 appeals a year. In the past, these appeals were submitted in person or via mail or fax, which resulted in a time and labor intensive process. OfficiallylaunchedinJune2016,DHR’seAppealsSolution has dramatically transformed our appeals process. eAppeals is an end-to-end native digital process; once an individual files an appeal, DHR staff can communicate withappellants,collaboratewithindividualdepartments, and follow through to completion on the eAppeals platform.Thisaward-winning,internationallyrecognized system has created a more efficient, transparent, and reliablewayoffiling,processing,andcompletingappeals of actions taken by the County. • 2017 - Winner of National Association of Counties (NACO) Achievement Award • 2016 - Winner of Government Outstanding Technology IT Project Award Human Resources Excellence
