Program Overview
The Los Angeles County Encore Program is a collaboration between the Department of Human Resources and the county's departments to facilitate a retiree's ability to submit their interest in being considered for 120-day temporary assignments.
When an emergency need for an employee with unique skills is identified, departments may look to hire retirees to help address that need on a temporary basis. The County can temporarily reemploy eligible retirees with unique skills (as deemed by the County) for up to 120 days without stopping their retirement allowance. During this period, members do not accrue additional LACERA pension benefits and neither the member nor the employer make contributions.
The Encore program is looking for retirees with a specific set of skills listed below. If you have one or more of the desired skills and are interested in being contacted when a 120-day assignment becomes available, please consider applying to add yourself to the Encore Program's registry.
Who Qualifies?
Eligible retiree criteria:
- A Los Angeles County retiree interested in returning to work on a temporary basis
- Have not received unemployment insurance in the last 12 months
- Are not receiving LACERA benefits as a contract employee
What skills is the Encore Program looking for?
The Encore Program is looking for LA County retirees that possess the experience and specialized skills needed to perform the following type of work:
- Accounting / Auditing
- Budgeting / Finance
- Communications, Public Relations & Marketing
- Contracts / Procurement
- Emergency Management
- Human Resources
- Information Technology / Cybersecurity
- Planning (Facilities / Capital Projects)
- Data & Statistical Analysis
- Workplace Safety / Accident Prevention
Although the focus of the Encore Registry is retirees with the in-demand skills listed above, individual departments may look to rehire retirees with skills not listed above through their own process unrelated to Encore.

How does Encore work?
By submitting your application, the Encore Program gains access to your updated contact information and details about your work experience. The information you provide on your application will be used to develop and maintain a registry of retirees with various unique skills.
When a department has interest in hiring a retiree to address a temporary emergency need, they may reach out to the Encore Program to request a list of retirees with the skills needed to address their need. The Encore Program will search through this registry to identify retirees with skills that align with the assignment and provide their information to hiring departments.
Frequently Asked Questions
Retirees who apply may be contacted if and when a department expresses interest in filling an upcoming emergency need.
Your information will be stored in the Encore Registry and shared with departments based on your relevant experience. This is not an eligible list or exam. The registry is intended to maintain information from retirees interested in being contacted for 120-day assignments that match their background.
Departments that need help identifying retirees for temporary assignments can request assistance from the Encore Program. We provide departments with a list of qualified retirees from the registry.
However, some departments may choose to identify retirees on their own, especially when the assignment requires highly specialized or department-specific experience.
No. Some departments conduct their own retiree searches without using the Encore Registry. This is common when the assignment requires unique skills specific to that department.
The Encore Program focuses on countywide skills and serves as a resource for departments that need help finding qualified retirees.
To be eligible, retirees must:
*Be an LA County retiree
*Wait 180 days after retirement before returning to work
*Be of normal retirement age (based on retirement plan)
*Not have received unemployment insurance in the past 12 months
*Not have received retirement incentives
*Not receive LACERA benefits as a contract employee

Retirees must have experience in one or more of the following countywide skill areas:
Accounting / Auditing
Budget / Finance
Communications, Public Relation & Marketing
Contracts / Procurement
Emergency Management
Executive Management (at the level of Chief Deputy, Departmental Human Resources
Manager III, Departmental Finance Manager III, Administrative Deputy II, or higher)
Human Resources
Information Technology / Cybersecurity
Planning (Facilities / Capital Projects)
Data & Statistical Analysis
Workforce Safety / Accident Prevention

Departments may place retirees at any step within the salary range of the classification, as long as:
*It does not exceed the retiree’s previous salary
*It does not exceed the maximum step of the classification
Salary details will be discussed during the rehire process.

Submit a new application. Once reviewed, it will replace your previous one. The Encore Program will prioritize the most recent version.
There is no set timeline. You may be contacted within weeks or not at all within the first year. If no departments are seeking retirees with your skill set through the Encore Registry, you may not be contacted.
1. A department identifies an urgent need that cannot be filled by a full-time employee.
2. The department requests assistance from the Encore Program.
3. The Encore Program reviews the registry and identifies retirees with matching skills.
4. The retiree’s previous County experience must align with the level of the assignment.
5. Example: A retiree who held an ASM I position may be contacted for a Management Analyst role, but not for an ASM III role.
6. Departments review the list and contact retirees they believe are the best fit.
7. Departments may conduct interviews before making a final selection.
Once selected, the department:
*Discusses job details with the retiree
*Confirms eligibility
*Extends a job offer
*Follows the process outlined in PPG 505, including obtaining approvals and required paperwork
Yes. Retirees currently on a 120-day assignment can still apply and remain in the registry.
Retirees may work in more than one department, but departments must coordinate to ensure the retiree does not exceed the 120-day limit.
